Somehow the final collection of navboxes does not get the same spacing-before that each ==section== gets, though it seems pretty sure that it should. The extra blank line might be putting in too much vertical spacing; slightly less might be ideal; I think the automatic ==section== spacing is closer to ideal. I think this proposal is uncontroversial: Few people notice the problem, but everyone can perceive the difference once it is pointed out to them. Many might say that the change wouldn't matter at all, but people who think it matters would surely agree with the proposed change; anyone opposing this change would be quite rare.
