Caught by a colocation web host block but this host or IP is not a web host. I was using wi-fi provided on a Northern train. That connected me with the IP address 176.12.107.132, which is apparently blocked as part of the 176.12.107.0/24 range. I don't think there's any reason to treat this any differently from other public wi-fi: anybody on the train can connect, and it's going to be different users each time.
