An agreement
An agreement (Arabic: اتفاق ) is an international instrument that creates human, political, military, economic, financial, or cultural obligations, agreed upon by two countries following negotiations that take place between them, and signed by both parties. The agreement is considered less important than a treaty.
Consensus of views
A state of agreement in a political community (usually not necessarily sharing common ground) relating to any of the following: the definition and composition of the political community (i.e., the groups it contains belong together), the goals of the community, and the procedures to be followed to achieve a substantive confederation.
