ইউনেস্কো তার অধরা সাংস্কৃতিক ঐতিহ্য তালিকাসমূহ প্রতিষ্ঠা করেছে বিশ্বব্যাপী গুরুত্বপূর্ণ অধরা সাংস্কৃতিক ঐতিহ্যগুলির সুসংরক্ষণ নিশ্চিত করার এবং সেগুলির গুরুত্ব সম্পর্কে সচেতনতা জাগিয়ে তোলার লক্ষ্যে।^[১] এই তালিকা প্রকাশিত হয়েছে ইন্টারগভর্নমেন্টাল কমিটি ফর দ্য সেফগার্ডিং অফ ইনট্যাঞ্জিবল কালচারাল হেরিটেজ কর্তৃক। এই সংস্থার সদস্যরেরা সদস্য রাষ্ট্রগুলির দ্বারা একটি সাধারণ সভায় নির্বাচিত হন।^[২] বিশ্বব্যাপী মানবজাতির ভিন্ন ভিন্ন মৌখিক ও অধরা সম্পদের একটি সংক্ষিপ্ত ও তথ্যবহুল বিবরণীর মাধ্যমে এই কর্মসূচি অথরা ঐতিহ্যগুলির সুরক্ষার গুরুত্বের প্রতি দৃষ্টি আকর্ষণ করে, যেটিকে ইউনেস্কো চিহ্নিত করে একটি অপরিহার্য উপাদান এবং সাংস্কৃতিক বৈচিত্র্য ও সৃজনশীল প্রয়াসের একটি ভাণ্ডার হিসেবে।^[৩]^[৪]

এই তালিকা স্থাপিত হয় ২০০৮ সালে। সেই সময়ই ২০০৩ সালের কনভেনশন ফর দ্য সেফগার্ডিং অফ দি ইনট্যাঞ্জিবল কালচারাল হেরিটেজ কার্যকরী হয়।

২০১০ সালের হিসেব অনুযায়ী, এই কর্মসূচিতে দু'টি তালিকা অন্তর্ভুক্ত। দীর্ঘতর তালিকাটির নাম মানবতার অধরা সাংস্কৃতিক ঐতিহ্যের প্রতিনিধিত্বমূলক তালিকা। এগুলি সেই সব সাংস্কৃতিক "আচার ও অভিব্যক্তি [যা] এই ঐতিহ্যের বৈচিত্র্যটি বিবরণে সাহায্য করে এবং এগুলির গুরুত্বের বিষয়ে সচেতনতা জাগিয়ে তোলে।" ক্ষুদ্রতর তালিকাটির নাম জরুরি রক্ষাকবচের প্রয়োজনে থাকা অধরা সাংস্কৃতিক ঐতিহ্যের তালিকা। এগুলি সেই সব সাংস্কৃতিক উপাদান নিয়ে গঠিত, যেগুলিকে বাঁচিয়ে রাখার জন্য সংশ্লিষ্ট জনগোষ্ঠী বা দেশ জরুরি ভিত্তিতে ব্যবস্থা গ্রহণের প্রয়োজনীয়তার কথা স্বীকার করে।^[৫]^[৬]

২০১৩ সালে জরুরি রক্ষাকবচের প্রয়োজনে থাকা অধরা সাংস্কৃতিক ঐতিহ্যের তালিকায় চারটি উপাদান অন্তর্ভুক্ত হয়। এগুলি সদস্য রাষ্ট্রগুলিকে সাহায্য করে সংশ্লিষ্ট জনগোষ্ঠীর সক্রিয় অংশগ্রহণে এই ঐতিহ্যগুলির রক্ষণাবেক্ষণ সুনিশ্চিত করতে আন্তর্জাতিক সহযোগিতা লাভ করতে। বর্তমানে জরুরি রক্ষাকবচের তালিকায় ৩৫টি উপাদান রয়েছে। তাছাড়াও ইন্টারগভর্নমেন্টাল কমিটি ২৫টি উপাদানকে মানবতার অধরা সাংস্কৃতিক ঐতিহ্যের প্রতিনিধিত্বমূলক তালিকার অন্তর্ভুক্ত করেছে। এগুলি যেমন অধরা ঐতিহ্য সম্পর্কে সচেতনতা সৃষ্টি করেছে এবং সংশ্লিষ্ট জনগোষ্ঠীর প্রথাগুলিকে স্বীকৃতিও প্রদান করেছে; সেই সঙ্গে তাদের সাংস্কৃতিক বৈচিত্র্যটিকেও প্রতিফলিত করা সম্ভব হয়েছে। ২০২১ সালের অগস্ট মাসের হিসেব অনুযায়ী, এই তালিকা উৎকর্ষতা বা বিশিষ্টতার কোনও মাপকাঠি আরোপ বা স্বীকৃতিপ্রদান করে না। উভয় তালিকায় ১৩১টি দেশের মোট ৫৮৪টি উপাদান অন্তর্ভুক্ত।^[৭]

তালিকাগুলিতে অন্তর্ভুক্ত উপাদানগুলি মানব্জাতির অধরা ঐতিহ্যের অভিপ্রকাশ, যা বিশ্বস্তরে অধরা ঐতিহ্যের সর্বোচ্চ সম্মানের অধিকারী।

মানবতার অধরা সাংস্কৃতিক ঐতিহ্যের প্রতিনিধিত্বমূলক তালিকায় সেই সব সাংস্কৃতিক "আচার ও অভিব্যক্তি [অন্তর্ভুক্ত, যা] এই ঐতিহ্যের বৈচিত্র্যটি বিবরণে সাহায্য করে এবং এগুলির গুরুত্বের বিষয়ে সচেতনতা জাগিয়ে তোলে।"^[৮]

২০০৮ সালে অধরা সাংস্কৃতিক ঐতিহ্যের তালিকাগুলি স্থাপিত হয়। সেই সময় কনভেনশন ফর দ্য সেফগার্ডিং অফ ইনট্যাঞ্জিবল কালচারাল হেরিটেজ কার্যকরী হয়।^[৬৩০] তার এই মাস্টারপিসেস অফ দি ওরাল অ্যান্ড ইনট্যাঞ্জিবল হেরিটেজ অফ হিউম্যানিটি নামে একটি প্রকল্প ইতিমধ্যেই সক্রিয় ছিল একটি ঘোষণার মাধ্যমে প্রথা, রীতিনীতি ও সাংস্কৃতিক ক্ষেত্রগুলির ন্যায় অধরা ঐতিহ্যগুলির মূল্যায়ন এবং যে অভিনেতারা এই সকল সাংস্কৃতিক ক্রিয়াকলাপের মাধ্যমে জীবিকা নির্বাহ করে তাদের সাহায্যার্থে।^[৩] শ্রেষ্ঠ কীর্তি চিহ্নিতকরণের মাধ্যমে সদস্য রাষ্ট্রগুলি বিধিবদ্ধভাবে সেই সকল সম্পদের প্রচার ও সুরক্ষাপ্রদানের কাজে অঙ্গীকারবধদ থাকে এবং সেগুলির সংরক্ষণের জন্য ইউনেস্কো অর্থসাহায্য করে।^[৩] ২০০১ সালে শুরু হওয়ার পর ২০০৫ পর্যন্ত দ্বিবার্ষিকভাবে আয়োজিত হয়েছে এটি এবং মোট তিনটি ঘোষণার মাধ্যমে সারা বিশ্বের ৯০টি অধরা ঐতিহ্যকে চিহ্নিত করা হয়েছে।^[৪]

ইতিপূর্বে ঘোষিত ৯০টি শ্রেষ্ঠ কীর্তিকে মানবতার অধরা সাংস্কৃতিক ঐতিহ্যের প্রতিনিধিত্বমূলক তালিকায় প্রথম ভুক্তিগুলির মধ্যে অন্তর্ভুক্ত করা হয়। এগুলি পরিচয় লাভ করে "উপাদান" হিসেবে।^[১]^[৬৩১] পরবর্তী উপাদানগুলি ইউনেস্কোর রীতি অনুযায়ী জাতীয় সরকারগুলি (সদস্য রাষ্ট্র নামে পরিচিত) কর্তৃক প্রদত্ত মনোনয়ন পর্যালোচনা করে অন্তর্ভুক্ত করা হয়েছে। প্রত্যেকটি সদস্য রাষ্ট্র একটি করে একক মনোনয়ন জমা দিতে পারেন, সেই সঙ্গে বহুজাতিক মনোনয়নেরও ব্যবস্থা রয়েছে। ইন্টারগভর্নমেন্টাল কমিটি ফর দ্য সেফগার্ডিং অফ ইনট্যাঞ্জিবল কালচারাল হেরিটেজ নামে পরিচিত একটি অধরা ঐতিহ্য-বিশেষজ্ঞ প্যানেল এবং নিযুক্ত সংস্থা তারপর প্রতিটি মনোনয়ন পরীক্ষা করে এবং শেষে তা তালিকাভুক্ত করে।^[৬৩২]
